Impact Assessment
For all biking-related votes, each motion was scored on whether it improved access, safety, or met other needs of people on bikes. Up to 3 points could be achieved for motions that would have a positive impact, and down to -3 for motions that would have a negative impact. An additional point (+/-) was given to the person who moved the motion. For motions that did not involve action, but rather only staff reports, a single point was applied only to the person who moved the motion.
How do biking improvements enhance safety and mobility for all?
Building infrastructure for cyclists, such as protected bike lanes, is a key factor in improving road safety for all road users, including people walking and in cars. Researchers analyzed 13 years of data from 12 large U.S. cities and discovered that bike lanes act as "calming" mechanisms, slowing down traffic and reducing all traffic fatalities. Cities including Portland, Seattle, Dallas, San Francisco, Chicago, and Denver saw significant reductions in road fatalities after increasing their cycling infrastructure. The study suggests that building excellent quality bike infrastructure helps reduce road deaths, supporting the Vision Zero goal of eliminating fatalities.

Council By-Elections
Councillor Christine Boyle is no longer sitting on the Council as she was elected to the Provincial government in October.
Veteran Vancouver Green Party City Councillor Adriane Carr has recently resigned as Councillor. She cites the increasing acrimony and discord within City Hall as her reasons for this decision.
The by-election to replace these two vacant spots will be April 5th.
