HUB Cycling North Shore Committee Recommendations: 2024 City of North Vancouver Capital Plan
HUB Cycling North Shore Local Committee encourages City of North Vancouver residents to support the following micro mobility-related items in the draft 2024 Capital Plan feedback form:
3-3 Mobility Network Implementation - $5m
The identified projects have the potential to be “backbone” corridors across the city. They will increase the safety of people biking or using other micromobilty devices in the city. Increased safety will lead to increased active transportation uptake. Encouraging people to walk and roll reduces greenhouse gases, eliminates traffic by removing cars and improves people’s health - all key goals of the Official Community Plan and Council’s Strategic Priorities.
3-28 Construction of the Cassano-Loutet overpass - $800k
This new connection across the otherwise uncrossable highway will encourage people to move between Lynn Valley and Central Lonsdale using walking or rolling instead of motor vehicles. Encouraging people to walk and roll reduces greenhouse gases, eliminates traffic by removing cars and improves people’s health - all key goals of the OCP and Council’s Strategic Priorities. The overpass is largely already funded, designed and ready for construction.
10-4 Micromobility Service Planning $50k
Bikeshare, cargo bikeshare and other micro-mobility programs increase people’s ability to ride by decreasing the cost of ownership, which in the case of e-bikes and cargo bikes can be expensive. People who use shared systems don’t have to maintain or store a bike, making rolling easier. Small delivery vehicles can access businesses and apartment buildings in areas which are currently difficult to serve with larger vehicles (e.g. Lower Lonsdale).
10-59 Bike and Micromobility Parking $900k
One of the missing elements to making micromobility more popular is the lack of secure parking - especially for expensive cargo and e-bikes. Transit exchanges serve as multi-model travel hubs, and providing large, secure bike parking facilities at key exchanges, like Lonsdale Quay and Phibbs Exchange, can encourage an uptake in micromobility. Key public buildings like schools, recreation centers, libraries and city hall commonly lack secure bike parking facilities. Central Lonsdale and Lower Lonsdale are important shopping and recreational destinations. They should have an ample supply of secure bike parking to encourage the use of micromobility devices as the preferred mode of transportation to get to and from these destinations.
