HUB Cycling is urging all candidates in the October 24th provincial election to make clear commitments that will ensure that communities across the province will have access to safe and connected cycling facilities.

I am in favour of HUB Cycling’s vision of thriving, healthy and sustainable communities. I join them in asking you to make a clear commitment in the areas of active transportation, climate action, poverty reduction, and ensuring that communities across the province will have access to safe and connected cycling facilities.
I urge you to commit to HUB Cycling’s request to support and advocate for the following initiatives:
Modernize the outdated Motor Vehicle Act. HUB Cycling, a member of the Road Safety Law Reform Group, has made several recommendations to the Provincial government to modernize the Motor Vehicle Act to create a new Road Safety Act which is inclusive and promotes safety for all road users, especially the most vulnerable users like people walking and cycling. I urge that BC’s new Road Safety Act include increased fines for harassment of people on bicycles, aggressive driving, and motorist negligence causing injury or death of vulnerable road users and a default speed limit of 30k/h on neighbourhood streets.
Invest in green COVID-19 recovery efforts. The pressing climate change crisis will have devastating impacts on our future generations. Around the world, from Paris to Auckland, cities are radically reallocating road space in favour of active infrastructure for people cycling and walking by implementing and accelerating large-scale projects that will enable people to move in a distanced, safe way, and to maintain good mental and physical health. Building cycling facilities creates green jobs and provides more affordable transportation options in a time where many British Columbians are struggling financially. More than 1. 3 million BC residents say that walking (23%) or cycling (11%) would be their ideal commute. In order to deliver the Province’s legislated climate targets of reducing greenhouse gas (GHG) emissions by 40% by the year 2030, the Provincial government must make sweeping changes by committing to investing at least $23/person/year on completing cycling networks and promoting active transportation.
Commit to meeting BC’s “Vision Zero” road safety targets of eliminating fatalities and serious injuries on the province's roads. The Ministry of Transportation and Infrastructure (MoTI) must guarantee that active transportation facilities comfortable for all ages and abilities are an integral part of all new and upgraded infrastructure projects, from the concept and planning stage to education and promotion at the completion of projects.
Fund systemic cycling education for children across the province. Universal & accessible cycling education in schools is an effective way to raise a generation of sustainable transportation users and safer road users regardless of what mode of travel is chosen. Active transportation education for adults will increase road safety as well as comfort among approximately 25-38% of B.C. residents that are uninterested or unable to ride a bicycle currently.
Invest in province-wide active infrastructure building efforts to encourage more eco-friendly tourism within our province. The province must commit to building excellent bicycle infrastructure between regional destinations for people of all abilities to safely cycle long distances. Cycle highways are necessary to accommodate future trends such as electric-assist bikes that better facilitate long-distance trips, and MoTI must commit to making long-distance bicycle travel feasible. Cycle highways should also be used to encourage eco-friendly tourism by connecting communities with the rich cultural heritage of peoples of First Nations and other often racialized communities across the province. Cycle highways exist in many places around the world including Germany, Denmark, France and the UK, as well as locally, like the Lochside and Galloping Goose trails near Victoria, BC. Preliminary research has shown that cycle highways are effective in attracting people cycling and have a positive return on investment.
These reforms will help ensure our most vulnerable road users remain safe in BC and encourage more people to use active transportation to get around.
