MVA Reform Working Group

The MVA Reform Working Group is an inter-organizational coalition of advocates, public health experts (VCH, Fraser Health), and cycling groups (HUB Cycling, BCCC) dedicated to advancing evidence-based legislative changes to the BC Motor Vehicle Act (MVA).

The group’s primary focus is on influencing the next phase of MVA reforms by producing white papers and engaging provincial ministries (MoTT) on high-priority safety measures.

Key Current Objectives:

  • Safe Neighbourhood Speeds: Mandating a provincial default 30 km/hour speed limit on residential (no center line) streets.
  • Safe Intersections: Introducing a provincial law to disallow right turns on red lights (No Right Turn on Red, or NRToR) to protect vulnerable road users.
  • Automated Enforcement: Advocating for the expansion of the provincial Automated Speed Enforcement (ASE) program with greater municipal input.

The Working Group also addresses emerging issues like micromobility age restrictions and the lateral protection (side guards) of large commercial vehicles, aiming to secure safer and more liveable communities across BC.
